What a Registered BAS Agent Can Do For You — And What They Can't

By Hunter Valley Bookkeeping & Admin | Small Business Advice

We get asked this question a lot: "So what exactly do you do — and is it the same as an accountant?"

It's a great question, and honestly, the lines can seem blurry from the outside. So let's clear it up — because understanding the difference between a registered BAS agent and a registered tax agent isn't just interesting trivia. It helps you make sure you've got the right professional in your corner for the right job.

What Is a Registered BAS Agent?

A registered BAS agent is a professional who is legally authorised by the Tax Practitioners Board (TPB) to provide BAS services for a fee. That's the key distinction — registration. Plenty of people call themselves bookkeepers, but not all of them are registered BAS agents, and only registered agents can legally advise on and lodge your Business Activity Statement.

To become registered, a BAS agent must meet minimum education and experience requirements, hold professional indemnity insurance, and abide by the TPB's Code of Professional Conduct. You can verify any agent's registration on the TPB Register.

(Ours, by the way, is No. 26330775 — feel free to look us up!)

What a Registered BAS Agent CAN Help You With

According to the TPB, BAS services cover anything that relates to your obligations, entitlements, or liabilities under what's called a "BAS provision." In practical terms, that includes a lot of the day-to-day compliance work your business needs:

GST

  • Registering for GST

  • Coding transactions correctly (taxable, GST-free, input-taxed, and so on)

  • Preparing and lodging your Business Activity Statement

  • Advising on GST obligations for your business

PAYG Withholding

  • Setting up and processing payroll

  • Working out the correct amount to withhold from employee wages

  • Reporting through Single Touch Payroll (STP)

  • Preparing income statements

Superannuation Guarantee

  • Calculating and reporting super obligations

  • Advising on Superannuation Guarantee Charge (SGC) liabilities if super is paid late

  • Helping you deal with the ATO regarding super shortfalls

  • Working with super clearing houses on your behalf

Other BAS-related services

  • Registering your business for an ABN

  • Registering for GST, PAYG withholding, or FBT

  • Lodging your Taxable Payments Annual Report (TPAR)

  • Advising on fuel tax credits

  • Representing you in dealings with the ATO on BAS matters

  • Installing accounting software and setting up correct GST codes

  • Undertaking payroll compliance reviews

That's quite a list — and it covers the vast majority of the ongoing compliance work that keeps a small business ticking.

What a Registered BAS Agent CANNOT Do

Here's where it's important to be clear, because getting this wrong could mean receiving advice from someone who isn't qualified to give it — or, conversely, paying for a tax agent when a BAS agent is all you need.

A registered BAS agent cannot:

  • Prepare or lodge your income tax return — that's the domain of a registered tax agent (your accountant)

  • Provide advice on income tax planning or tax minimisation strategies

  • Advise on business structuring from a tax perspective (e.g. whether you should trade as a sole trader, company, or trust — this has income tax implications)

  • Advise on capital gains tax (CGT)

  • Provide advice on salary sacrificing arrangements (the non-tax elements)

  • Audit a self-managed superannuation fund

  • Provide advice on State or Territory-based taxes (such as payroll tax or land tax)

If any of these things come up, we'll always tell you and point you in the right direction — because working outside our scope wouldn't just be unhelpful, it would be a breach of our professional obligations.

So Do You Need Both?

For most small businesses, yes — and that's completely normal. Think of it this way:

Your BAS agent keeps you compliant throughout the year — payroll, super, GST, BAS lodgements, the lot. We're your ongoing financial engine room.

Your tax agent (accountant) steps in at tax time to prepare your income tax return, advise on tax planning, and handle anything that touches the income tax laws.

The two roles complement each other beautifully, and we're always happy to work alongside your accountant to make sure nothing falls through the cracks.

Why Does Registration Matter?

Because it protects you. A registered BAS agent has obligations to act in your best interests, maintain competency, and be accountable to the TPB. If something goes wrong, you have recourse. With an unregistered bookkeeper, you have far fewer protections — even if they're a lovely person who means well.

If you're not sure whether the person doing your books is registered, it takes about 30 seconds to check on the TPB public register. It's genuinely worth doing.
